TCP 4 2021 Insights

Concerning TCP4, the partners carried out an extensive workshop on 24-25 November 2020, pertaining to the THOR analysis of incidents of Flash Floods. The workshop was organised in four distinct sessions, related to the different phases of the disaster management cycle during a flash flood event:

Forecast and alert
Rescue of the population
Lessons learned towards prevention
Lessons learned towards preparedness

The contribution of all invited experts was crucial, and the issues raised were carefully examined by the Project consortium in order to be properly exploited. The identified common capability gaps were there furthered analysed using the THOR analysis.

TCP 4 Capability Gaps

Not all stakeholders share the same operational picture. Lack of interoperable systems and real-time situational awareness in firefighting

Lack of evidence-based Knowledge (including risk assessment and cascading effects) on fire behavior in Wildland Urban Interface areas

Inadequate fire-fighting knowledge and shortage of fire-suppression resources and operational means for operating in Wildland Urban Interface areas

Need for full exploitation of aerial means and Earth Observation during the response phase of a flood event and their incorporation in real time situational awareness systems.

Need for solutions to efficiently archive past flood events (both for prevention and preparedness) in a standardized format and make them accessible to practitioners and relevant stakeholders.

Need for standardized information sharing among all stakeholders engaged in response to flash flood events.

Inadequate perception of fire risk and lack of risk awareness in Wildland Urban Interface areas

Lack of a standardized and interdisciplinary methodology for developing Wildland Urban Interface prevention plans

Lack of reliable and real-time information on crisis communication
